Mandatory electronic identification for businesses in Vietnam

Overview

Decree 69/2024/ND-CP, effective from 1 July 2024, establishes the regulatory framework for electronic identification (eID) and electronic authentication (EIA) in Vietnam, applying to citizens, foreign nationals, and all businesses operating in the country.

A key provision of the Decree mandates that businesses must complete eID registration in order to access digital public services and ensure compliance with national standards on data security and electronic authentication.

Electronic identification refers to a business’s information stored in the electronic identification and authentication system that enables the unique identification of that business in the digital environment.

According to Article 6 of Decree 69/2024/ND-CP, electronic identification includes the following core information:

• Full name and identification number of the legal representative or the head of the organisation
• Business registration number
• Tax code
• Identification number
• Head office address
• Date of establishment

Therefore, in order to create a business’s electronic identity, it is possible to undergo an electronic identification process. This involves the creation of a digital account for the business within the electronic identification and authentication system. The account is issued by the competent authority and is used to access and utilize the features, utilities, and applications of the electronic identification and authentication system, as well as other connected and integrated information systems as regulated by law.

Electronic Identification (eID): Who it applies to and why it matters

Applicable Objects under Decree 69

• Organisations (notable objects):
  Any organisation that is established or has successfully registered its operation in Vietnam is eligible to be granted an eID account, regardless of the level of authentication.
• Vietnamese Citizens:
  Vietnamese citizens with a valid ID are eligible as follows:
  • Aged 14 and above: eligible for both level-1 and level-2 eID.
  • Aged 6–13: eligible for level-1 or level-2 eID if needed.
  • Under 6 years old: eligible for level-1 eID if needed.
• Foreign Individuals:
  Foreigners residing in Vietnam with a resident card are eligible as follows:
  • Aged 6 and above: eligible for level-1 and, if necessary, level-2 eID.
  • Under 6 years old: eligible for level-1 eID if needed.

Is electronic identification registration mandatory for businesses?

According to Decree 69/2024/ND-CP, from 1 July 2025, accounts created via the National Public Service Portal and administrative systems will no longer be valid.

Businesses must use eID accounts on VNeID to access public services.

Without registration, businesses may face difficulties accessing essential information and conducting operations.

Enterprises must implement electronic identification before 1 July 2025 to avoid potential risks in handling necessary administrative procedures.

Procedure for Business eID Registration

1. Submit application:

Submit your application online via the VNeID platform or in person using Form TK 02.

2. Review application

If business information is already available in national or specialised databases, results will be provided within 3 working days.

If additional verification is required, the process may take up to 15 days.

3. Receive result

• Notification is sent via the VNeID app, verified phone number, or email.
• If the application is not approved, a notice will be issued through message, email, or your VNeID account.
