Standardizing the national database on Insurance (Decision 1864-QD-BHXH)
Pursuant to Decision No. 1864/QD-BHXH dated November 20, 11, Vietnam Social Security has approved the Project on Connecting, Authentication and Standardizing the National Insurance Database. This project will contribute to building an effective, transparent and interconnected insurance data management system between national databases.
Information
In order to create a timely, accurate and effective data management system, better serve state management, improve the quality of public services, and ensure the rights of people to participate in and enjoy social insurance, health insurance and unemployment insurance. The project has the following specific objectives:
- Verify personal information: Verify identity and personal information; eliminate duplicate and inaccurate information such as: full name, date of birth, place of birth, gender, personal identification number/citizen identification card, social insurance code... between the National Insurance Database and other national databases and specialized databases, ensuring that each individual has only one social insurance code, one health insurance card code supplemented with a personal identification number, citizen identification card and authenticated correctly with the National Population Database.
- Enhancing the efficiency of public services: Enhance the effectiveness of public services, help participants and beneficiaries of social insurance, health insurance and unemployment insurance regimes to easily use online public services such as: registering to pay and enjoy social insurance, health insurance and unemployment insurance; looking up information and insurance benefits on the National Public Service Portal and the Public Service Portal of the Vietnam Social Security sector quickly, accurately and effectively; ensure the rights and obligations of participants and beneficiaries of social insurance, health insurance and unemployment insurance regimes.
- Prevent fraud: Improve the quality and management efficiency of the Vietnam Social Insurance industry, prevent fraudulent acts of profiting from the Social Insurance, Health Insurance, and Unemployment Insurance funds. Increase transparency and fairness in the management of the Vietnam Social Insurance industry.
- Data interconnection between national databases: Ensure that 100% of social insurance, health insurance and unemployment insurance participants have personal identification numbers in the National Insurance Database whose information is authenticated with the National Population Database, creating favorable conditions for the management and control of each individual's data through a unique personal identification number, thereby creating data connectivity between national databases and specialized databases for easy access and sharing of information without having to collect it again from citizens, reducing unnecessary paperwork and procedures.
- Developing Digital Government, Digital Economy and Digital Society: Promote administrative reform, contribute to building and developing digital government, digital economy, digital society, increasingly better serving people, units and businesses.

- Businesses need to fully update employee information to ensure that the information matches the National Insurance Database.
- Ensure new employees are registered for insurance and relevant information is updated promptly to avoid errors and loss of benefits.
- Take advantage of online public services to look up and update information, helping to save time and reduce administrative procedures.
- The project will help strengthen monitoring and detect cases of evasion of social insurance obligations, so businesses need to ensure compliance with regulations to avoid penalties.
