Instructions on how to make investment monitoring reports

1. Types of investment monitoring reports
According to Article 72 of the Investment Law 2020 and Circular 02/2022/TT-BKHDTForeign investors must make the following types of reports:

2. Content required in reports
The content of the report is specified in Articles 71 and 72 of the Law. Decree 29 / 2021 / ND-CP , and Circular 02/2022/TT-BKHDT.
2.1. Report on investment project implementation status
- Quarterly (Article 72, Investment Law 2020):
- Actual investment capital (total registered capital, disbursed capital).
- Business performance (revenue, profit, import/export).
- Labor information (number, new recruitment, foreign workers).
- Pay to the state budget (corporate income tax, value added tax, fees).
- Environmental protection (compliance with regulations, waste disposal).
- Specialized indicators (depending on the field, for example: production output).
- Annual: Includes content like quarterly reports but in more detail, often with audited financial statements.
2.2. Investment monitoring and evaluation report
According to the Circular 02/2022/TT-BKHDT:
- Progress against approved plan.
- Mobilizing and using capital (capital sources, disbursement rate).
- Use of land, labor, and resources.
- Comply with environmental and labor regulations.
- Socio-economic efficiency (impact on community, employment).
3. Deadline for submission of report
The deadline for submitting reports is specified in Clause 11, Article 100. Decree 29 / 2021 / ND-CP:
